blend doors are not working when it gets cold

my blend doors will not operate when the outside temp gets below 50 degrees. the blower motor is working just cant get any air from any vents. The heat temp works as well as the blower motor, just cant get any air out of vents?

there are blend door motors that direct air out the different vents. a shop with a scan tool can test them through a scan tool to verify the signals and that the motors themselves are good.
