New washer pump not working?

The washer pump stopped working, so I replaced it. It worked for awhile, then quit again. Thinking the new pump was defective, I exchanged it, and put another new one in. It doesn't work at all. Checked with a voltage meter, and there is juice coming down the line (12 volts). Any ideas?
