a misfire error code fuses 28 and 29

the car appeared to not be getting gas in the gas line. I had trouble several days in a row and then finally wouldn't run or start any longer. My brother checked the fuel pump and it is fine, he is a mechanic and he cannot figure out why these two fuses are not firing or what is preventing them from firing. Please help!

I don't see what circuits fuses # 28 and 29 control.
Fuses don't fire. Fuses are circuit protection devices. They 'blow' when too much current is running through a circuit, preventing damage to the devices on that circuit.
