can you turn key partway/acc and shift into neutral?

Yes, I can turn the key, move to neutral, move the drive, back to neutral, start the car and move back to drive and drive the car.

the problem occurs on level ground, no incline?

Yes, problem occurs on level ground. The Light (showing a shoe) stays lit whether I press the brake or not.
