fan switch (for blower(heat/air)) continues running after the car is shut off. Today the switch still runs several minutes after car shut off but when car is running the blower doesn't blow any heat or air.

For the blower motor to run, you need to have the blower motor relay energised or stuck in the operating mode and fan speed mode not to be in the OFF position. If you are able to turn the blower off, check for a sticking blower motor relay. If you can't turn the blower off, the problem could be with the ignition switch supplying power to the blower motor relay even when ignition switch is turned off.
