Engine almost stalls

I have a 2002 volvo s60, for a while now when I let off the gas the rpm's will dip down below 500, the car will vibrate and then the rpm's kick up to idle around 800 and everything is fine. this happens every time i let off the gas, hit the brakes or turn the wheel. also, possibly related, the check engine light is on throwing an evap emissions leak code. Any ideas?

The gas cap has been replaced as far as the code goes, no help.

Is this a turbo or none turbo engine?

It is a non turbo engine

Remove the fuse for the ECM in the engine compartment. With the fuse out, remove the throttle body and clean it. Reinstall and put fuse back. The reason for the fuse removal is to have the ECM relearn the throttle adaptation. If you only clean the throttle it will use the old adaptations and make it run worse. This will be to start so keep me posted and let me know if that helps?

Cleaning the TB didnt seem to help but I did notice something that looked unusual, or maybe not... I have attached a picture of the TB, it seems like it is slightly open while the car is off, is that normal?
