Car won't starr

The engine turns very slowly and sounds like a whine. Timing belt was just done. Did a compression check, unless i did it wrong there was none in the first spark plug.

The timing belt may have been installed incorrectly and the valves have hit the pistons. So, the valves do not seal on compression stroke and it is hard to turn engine because of valve to piston contact.
