Gauges are not working

Hello I own a 2002 Volvo s40 and all my gauges are not working I tried 2 used clusters and they did not work so I was wondering if anyone had a y other ideas why the gauges wouldn't be working and what fuse would it be if it was a bad fuse ( what would it be labeled as for an instrument cluster) please help My check engine light is not on could it still be a speed sensor or a bad connection
