Car is 13 years old, still has the original timing belt. What is a fair price to install a new one and must I go to the dealer?

There are special tools required to do this job, a dealer will have the experience and tooling, a general mechanic may not be aware of the tooling involved, ring around and get a few quotes first and make sure that they have the equipment if in doubt go to your dealer.
