car noise what is it?

I have a 2002 Toyota Highlander with 135,000 miles on it. The car has started making a wooo sound while I am driving. It sounds like a police siren off in the distance. My brother in law said the power steering fluid was low, so he added some. The noise stopped for 2 days, and then returned. My husband then took the car to a transmission shop, they flushed and changed the transmission fluid. The noise stopped and then returned later that day. I am afraid to drive the car for fear of a breakdown. The car handles normally so far. What could this noise be?

Since topping up the power steering fluid stopped the noise for 2 days, recheck the power steering fluid level. If it is low, there is a leakages in the system and this would result in the power steering system emitting the noise.
