How do I get the 4wd system either in or out of kimbo?

Snowy morning; depressed 4wd button like I have many times before in snow - indicator lights just blink - never gets totally engaged, and can't get it out either - seems like a solenoid or linkage issue? I have checked 4wd fuse, driven car forwards, backwards, nothing seems to shift system in or out of 4wd - have depressed and released the 4wd button many times - system indicator lights still blinking....Linkage or electrical reset?

Check to see if there is power to the 4wd actuator on the transfer case. If there is power, remove the actuator and check for operation.
