2002 Saturn Sl2 Car Running Coming Stop Begins Push Rpms Between 2 3000 Putting

When the car is running and coming to a stop it begins to push the rpms up to between 2-3000. Putting it into neutral and hitting the accelerator doesn't help. It continues to climb. I sometimes have to actually turn the car off at stop lights to get the rpms to drop. What could be causing this ?

Have you checked for vacuum leaks?Have you checked the coolant temp sensor? or idle air control valve?
