when the security is on but dont flash what does that mean i need HELP

The battery died we jump started it and now the security code is on solid not flashing also it says its out of gas and its not it will crank but wont start.

Have you checked all the fuses?What scares me is you say the fuel gauge is inop now.Anything else inop?
