My 2002 Saturn L300 is experiencing fuel issues. It surges upon acceleration and sometimes at high speeds. We turn the car off and back on and the problem stops for a little bit. The exhaust has a very strong smell. Also, the MAF sensor has been changed in the car as well as the fuel pump all within the past year. Could it be my O2 Sensor?

Do you have a check engine light on?

Could be caused by one of the following below

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Crankshaft position sensor
Knock sensor
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard it and keep testing.
