2002 Saturn L200 Just Hooked New Handbrake On Saturn Only Works Reserve Drive

i just hooked up a new handbrake on my saturn. but it only works in reserve not in drive. and this model also has rotors on front and back with pads . why doesnt it work in drive ?

What you talking about are expecting it to hold while your drive with your foot off the brake?If so its not designed for that.
