Heater blower

My heater blower on 2002 Sunfire only works on high. Changed 30A fuse twice under hood and also changed blower resistor. What else could it be ?

In the diagram, do you see blower resistor terminals A B C D, those are grounds. Maybe a problem with havc control assembly. That assembly controls ground for different speeds.
