Problem with ligts etc...

My 2002 Pontiac Grand Am starts but when I go to start it, The inside ligts, radio, heater, A/C, gas gauge, speedometer etc... work. Usually take anywhere from 10 - 20 minutes for it to come on. But the car starts fine. But, when I put the key in and just turn it to the "ON" position, the radio comes on or when I go to turn the car off and just before I take the key out, the radio works. This started after the battery was disconnectd for a little to check something inside the door pannel then hooked the battery back on and this all started happening. Like when this happens and I go to drive my car, I don't have radio, heat, A/C, lights nor can I see how fast I'm going or how much gas is in my car.(just to give you an example) What could be the problem.

You may have to have the computer flashed.
