mechanic says the radiator fan is not coming on

My car was leaking antifreeze, had a hole in the reservoir I had got that fixed but the mechanic says the radiator fan is not coming on he tried hooking the wires up to the circuit to bypass it. What is going on and what should I get fixed

In degrees F, what is the engine temp reading? Some fans won't come on till 220 or better. Does the fan run with ac turned on? Any applicable codes?
