how can I increase cold engine idle speed on a '02 olds silhouette

repair shop replaced lifters(all 12) afterI got the car back I noticed that the idle speed dropped from 859/900 rpm to around 500. The repair shop told mr "thats the way it came in"--B.S. I am being told to drop the car off,& it will be looked at. any ideas??thanx !
