2002 Nissan Xterra Extera Using 4wd Snow Breaking Felt Vibration Similar ABS

I have a 2002 Nissan extera, I was using the 4wd in the snow and when breaking, felt a vibration similar to what a ABS would have felt like braking at higher speeds, but I was braking at 10 mph. What would cause this?

Even at 10mph the ABS would work since you are driving in snow.
