how do you get the panel to the front seatbelt off

someone has allready mest with it and its twisted i have removed the lower bolt behindr seat but its twisted inside wher the reatracter is

The panel is clipped on and you need to pry the clips loose to get the panel off. The lower panel of the front and rear door hav to be removed to free the panel.
