2002 Mitsubishi Pajero Electric Fan On Continuously Start Will Shut Off Unless

The electric fan is on continuously from start up. It will not shut off unless I remove the fuse.

What is the problem please

No references to this vehicle I suggest checking the fan relay if its sticking try swapping it with a like one and see what happens-start here
