Does a computer control whether the air compressor engages

The newly installed air compressor is not getting electricity to engage. All the fuses and relays are good. Is there a computer that controls that. Also the main air door inside the car seems to be closed because there is very little air volume coming out of the vents even with the blower blowing at high speed.

Are you referring to the A/C compressor?
