2002 Mercury Villager Replaced Starter Reconnected Battery Try Start Won T Turn

Replaced starter reconnected battery when we try to start won't turn over windshield fluid light stays on even with key out. It does have factory anti theft replaced starter relay nothing going to try replacing anti theft relay today have left battery cable off over nite for relearn nothing.

re learn??? wont re learn anything with the battery cable off.

does the start have any power in the start position??

what was the original issue ???
