Blower Fan

I have a 2002 Mercury Mountaineer. Blower fan turns off and on at any speed, for about 10 seconds each time (either a/c or heat). I replaced the blower motor resistor, but problem is still there. Could it be the blower motor?

Possible next time it quits check for voltage at blower if present then motor

When it quits, I still can hear the blower running. But no air flow coming from the vents, or at floor level. So I'm think it is still running somehow, but no air being forced out for those 10 seconds. Puzzles me.

I would also verify the ground signal at the blower motor. That's the other half of the circuit.
