Water leaking through floor board when it rains

Hello! When I pour water into the cowl grille, it leaks into the passenger side floor, what could be causing this?This only happens when water is poured directly into the cowl. I have taken up the floors, there seems to be a small crack in the right corner of the floor that the water is coming from. I put silicone sealant in the crack, and now the water is coming in from further left, behind a metal plate attached to the floor. This is certainly water, not chemical. Also happens with AC off, so not that either. The water takes up to 5 to 10 minutes to leak through after it has been sprayed on the car. Any help would be greatly appreciated! Thank you!

Have you located a crack? Have you removed the cowl to check for cracks?

The only crack I have located is the one on the floor of the car. I am hesitant to remove the cowl because there is some kind of sealant (windshield maybe?) Holding it in place. Is this likely silicone or should I grab something different to put back when finished? Also, there is a metal plate attached to the floor and body, the water seems to be coming from behind it. It is bolted and also has some flat attachers (not sure if these are bolts screws or what). I want to remove it to see what I find, but have no idea what kind of tool I would need. Lastly, once I am in the cowl, what should I be looking for? Drain hoses? Overflowing pans? Will a problem likely be noticeable? Thank you!

There will be a drain hose, but I am not exactly sure as to its location, I would say it is blocked and causing the water to back up and leak in through the fresh air vent, a panel shop may be able to indicate to you the location of the drain.
