Car******** and hesitating when driving

About a year ago I had to get a new fuel pump and a secondary fuel pump. It is a 2002 Lincoln LS. My mileage dropped little by little every fill up. I was getting about 270 mp-tank then it slowly dropped to around 167 mp-tank. I had the 02 sensors changed, my gas mileage got better. Not the 270 but about 230. Now I have a problem where my car is hesitating when I drive. Not all the time but I can feel it******** off and on. Now could this be the fuel filter? They never changed the fuel filter when they changed the fuel pumps. Or if that's not what it is, what could it be?

If the check engine light has come on, have the computer scanned to identify where the problem is coming from. A plugged fuel filter could be causing the problem that you have now. It wouldn't hurt to replace it. If the vehicle hasn't been tuned up for a long time, I would recommend doing that.
