2002 Kia Spectra Leak Out Top Proportional Valve Plugs Only Line These Ports

have leak out of top of proportional valve. look like plugs only--no line to these ports. How can person seal or pludg without buying new proportional valve?

The valve has to be replaced because it is leaking internally.
