2002 Kia Spectra High Pitched Whining Occurs Engine Times Increases

High pitched whining. Occurs in engine at all times and increases with acceleration. Was told it was manifold plugged but I'm unfamiliar with the test used. Not belts or pulleys or tensioners . Any suggestions?

Do you have performance related issues? Plugged manifolds would result in bogging and loss of power, even to extent of engine cutting off.
