What would cause my fuel pump to come on

Only when the ignition is turned off after attempting to start. (It won't start) I have replaced fuel filter, pump, spark plugs, timing belt and now find the fuel pump comes on when the ignition is turned off, not when it is turned

No I haven't. The ignition is turning the starter and the engine seems as if it wants to catch, but there isn't fuel coming into it until after you turn the ignition off.

Since it engages the starter by itself, I feel there is a short in the switch. I would have that checked.

The signal starts at the switch. If something shorts, it could be the switch.
