2002 Kia Rio Very Low On Gas Heading Station Died Fuel Light Just Starting

I was very low on gas and heading to a station when she died. the fuel light was just starting to flicker on/off. I assumed out of gas, got some and still wouldn't start, tried to prime fuel pump by turning key to on but no go. I am hoping for a fuel filter problem and not a fuel pump. Any Ideas?

if it ran out of gas, then the pump is the failure as gas is the oil for the fuel pump
