That means the tank is not venting for some reason. It could be a bad vent valve or restriction in one of the hoses.

What happens is the filler neck vent tube becomes kinked or the hose fallen apart internally. Here is the location of the vent tube so you can check it out. Check out the images (below). Please let us know what happens.
