Mechanical question

2002 JEEP WRANGLER

I hear a whining noise when I take my foot off the gas petal. It doesn't always happen, but is getting more frequent. I can be going slow, idle or even going 60mph, if my foot is not on the gas petal it whines or whistles?

During my drive home I tried to pay attention to where it is coming from. It sounds like it is coming from my dash or the actual petal? I didn't get out and pop my hood to see if I can hear it there.
