What does it mean when the emergency brake light and the brake light come on in a 2002 Hyundai Accent? It was also hard to steer the wheel and I noticed that all my lights came on except the light on the defrost button.

Low brake fluid level is one of the reason.
Check the power steering fluid and drive belt for heavy steering issue.
