Hi
Is the idle control valve located on the throttle body-with an electrical connection-it seems cylinder and attached by two screws?

I would like to take off and clean due to amount of miles on the car-and the idle surges when cold. Can this valve stop working all together or is it more likely just really carboned up?

cleaning does nothing. only remove it to replace it when it fails. you may cause more issues if you try this.
