Not usually, in most instances the front are replaced more often than the rear. However, a lot will depend on driving habits. If you keep up on the brakes and have them checked on a regular schedule you shouldn't need to replace the rotors. In most cases the only reason to replace the rotors is do to pads being worn down to metal and the metal pad digging into the rotor damaging it.
The quote they gave seens a little high but will depend on the cost of the pads and rotors.
If you feel you can do the work you can save a bunch of $$$$$.
