Front left wheel is locked in position

After car sat on driveway for 2.5 months. What should I be checking as to the cause? 3 other tires rotate fine when car is jacked up. Car is manual and was left in neutral the entire time. When I put car in gear it tries to move forward but will not, same results for reverse. Brake pads are not rusted to rooter.

Also, when car is jacked the locked up tire will rotate approx 2 inches in either direction but no more. It moves freely until it stops on a dime. Theres no give at the point it becomes obstructed.

Was everything okay when parked? Are you certain the caliper isn't locked?

Calipers n brakes are not the problem, father has assurred me of that. Work for ups, the mechanics are stumped but that was their first response as well. Father pretty handy, can do any repair if he knows whats broken.

If you cant single out a part that is likely could you offer a plan of attack. Im unfimiliar with cars but id imagine a mechanic would start to check and eliminate parts. Which parts would you start checking first.

Any advice is greatly appreciated.

I would start taking things apart to see what is causing it. I would remove the brake caliper, pull the axle to make sure nothing is binding there. After that is the transmission. Before I would jump into that, I would see if the transaxle turned without the axle in it.
