2002 Honda City Religiously Follow Maintenance Schedule Prescribed Owners Manual

I religiously follow the maintenance schedule as prescribed in the owners manual of my 1.3 Exi Honda City.
The problem is the RPM tends to fluctuate and hovers around 500-550 for a brief 2-5 seconds and comes back to idle RPM of 700. The fault is intermittent. What could the problem be?

Check for vacuum leaks and check the idle air control valve.
