what is causing all gauges and tach to not register at all. volt meter is pinned at 19 volts also.

First, make sure the alt isn't overcharging at 19 volts. If it is, it burned the cluster. Other than that, make sure the wiring behind the dash is tight and clean. The clusters on these vehicles are proving to become a problem.
