2002 Ford Windstar has shimmy in steering wheel at 40 to 45 mph. Recent wheel alignment and inspection with fluid change did not correct the problem. Wheel balancing did not help. Shimmy is noticeable below 15 mph and at 60 mph. This van has had noisy power steering pump since it was new.

THe aftermarket PS pumps are noisy. As far as the shimmy, check tire balance, wheels (bent?), make sure the rack is tight.
