Speedometer jumps between 20 and 40 when stopped

The speedometer jumps between 20 and 40 mph when stopped. My blinkers also blink double time when the speedometer does this. Also, when I turn my lights on, the car speeds up, and shudders like it is going to die. It does not do this every time, and it just started today.

check battery cables and all grounds around the battery. sounds like a bad ground issue
