power steering fluid is pushed out of pump?

fluid is pushed out of pump when car is turned off. i have replaced ps pump and rack-n-pinion any ideas on what's going on??i also inspected lines to see if pinched and they were not. help!!

The oil level is not over full is it? Are you turning the wheel with the car engine off? If so this is normal.

Otherwise i can only think that it is still a problem with in the new pump is air in the system that will work its way out over time. i can't see a rack causing this to happen.
