2002 Ford F 150 Truck Wont Start Getting Fuel Ve Replaced Filter Checked

Truck wont start, not getting fuel. I've replaced the filter and checked the relay, but still not getting fuel. I dont hear the pump when i put the key to the on position. Is it just the fuel pump?

check your fuel pressure first, auto parts stores have these for rent. key off enginge running 28-45 psi, koeoff 35-45 psi
