2002 Ford Explorer Turn signals work randomly

When I turn the turn signal on sometimes it works normally, others it will flash a few times then both the dash light and external signals quit working and sometimes stay off others will randomly turn on and off. I've seen such things as a bad relay, switch, or flasher. Is there a way to narrow it down simple by the symptoms? For example....If it was a bad relay would it just not work at all ever?

Most likely, it's the flasher.
