Front Driver power window cable broke in down position. how do i get it up so I can replace the regulator? I was told I should cut the other cable,
is that the right thing to do?

They are right. This make the repair easier for you. so this way you move the window up. you are going to replace the regulator / motor assembly and comes with a new cable on it

It may still jam if you cut the cable. Disconnecting the glass from the regulator is the right way to go.
