is there any way to test the fuel pump on my expedition and does my transponder key have anything to do with the activation of the pump

You have to test for power and ground arriving at it during the first 2 seconds of "key on". It shuts off after that. You also want check the Inertia switch behind the kick panel on the passenger side. Make sure the red button on top is pushed down.
