The horn and cruise control quit at the same time. The ABS light is also on. We have replaced the ABS sensor and the Brake pedal switch.

Common failure item in any car that has the dead cruise control and horn in common is the clock spring. That's a wound-up ribbon cable in a plastic housing under the steering wheel. Normally the air bag light will also turn on as the cable continues to come apart.
The clock spring is somewhat expensive but not nearly so much as the typical repair for just a dead horn on a Ford truck. The insane engineers have seen fit to involve two computers in blowing the horn. The most intelligent computer, (the instrument cluster), and the Front Electronic Module, (FEM) are involved in the horn circuit. The typical repair bill for a dead horn only is $800.00. Hopefully, given the additional symptoms, it will just be the clock spring.
