Transfer Case will not disengage?

I have replaced the t-case motor with no success. I understand the issue may now be either one of two relays or the GEM. Unfortunately, I don't know if those actually are my next steps nor do I know how to inspect them.
What do you recommend?

Hello,

It sounds like you might have an issue with the transfer case control module.
Its probably not the relays, as the relays controls from low to high and high to low function for the transfer case.

The transfer case control module is located behind the glove box (see diagram).
