2002 Ford Escape Trying Very Hard Remove Lock Ring Off Fuel Pump Under Access

We are trying very hard to remove the lock ring off of the fuel pump under the access panel, and we cannot get it! Is there any specific way to try and make it easier? It has been sitting for a year and a half and maybe that has made it stuck. HELP PLEASE!

soak it with pb blaster. get a big pair of channell logs and work it free. takes time and patience
