How do I fix a DTC P1610 no start?

Replaced ecm with new rebuilt. Sent fuse box, keys, tone ring and immobilizer to vendor along with vin # to be reprogramed. Plugs are not firing.

Immobilizer problem. Did you use the dealer? It may be that they will need the entire car to re flash the system for it to start. That is assuming that the pcm was the reason for not starting.
